    It can vary. Usually, you’ll want to start with the editor, but the editor might not have the final say.

    It depends. What kind of software? If accounting, contact the CFO, if editorial and layout, the Editor-in-chief, if promotional, VP Marketing. See?

    you should talk to the publisher directly. many papers experimented with this in the past, its not new. But it affected circulation numbers, traditional advertisers were not as interested in switching to online, therefore affected their complete business model. therefore, you will have to think through those challenges when you talk to them and provide some pretty good solutions.

    The IT Director or General manager or Publisher. Depends on how big the company is.

    As the previous answer said - it’s been done. Most major publishers also have an online edition and the software to make it happen.
