For developing a marketing/info website (for commercial purposes), I feel I can develop on edit software such as Freeway or Rapidweaver and thus save much cost. But I wonder what I give up from more robust solution like portal management system or even paying professional service provider?

If you need a large application, chances are you need the help of a developer.
However, if you simply want decent content management, there are a number of freeware solutions, most notably joomla.org

Yeah, just use Freeway or RapidWeaver, use a CMS like Joomla, Xoomp, or Drupal.

If you’re talking about portal management I don’t think you’re talking basic web site any longer. If all you want to do is display static web pages with information, build it yourself. If you want a dynamic database driven website or want to include scripting it may be best to hire a professional developer.
Part of the decision should be how much the website is going to be your business. If it’s going to be an Internet based business (90% of the clients come from the site), wouldn’t you want to know how to make the changes in case your designer went under? If you like doing that type of thing, design it yourself. If you’re not technically savvy it will show.
